Abstract
This article presents an initial approximation to the general normative basis of upgrading, which gives reasons of the necessity of upgrading teachers and directors, as part of their kn owledge of the general politics of our country, and at the same time as main part of our educational policy. The general normative basis serve as grounds for all preparation process of education professionals, including the labor laws for upgrading and dev eloping the human resources of the Ministry of Labor and Social Security, which establishes a general model.
